Comment on the 2014 DVPRC TIP and the NJ DOT Draft Capital Program

Its almost the end of May and you know what that means - Its TIP Comment Season!

The TIP or Transportation Improvement Program is a regional priority list of federally funded transportation projects that are in the development pipeline. Metropolitan Planning Organizations are required to compile the TIP by law and must allow the public to comment.

The Delaware Valley Planning Commission (DVRPC) is the first of the 3 state  to open up its Draft 2014-2017 Transportation Improvement Program for public comment. The NJTPA and SJTPO will follow suit (follow this blog for those TIPs) and during the entire period everyone can submit comments to the 2014 Draft State Transportation Improvement Program (STIP) which is more commonly known at the Capital Program.

In addtion to the commenting via the mapping tool, DVRPC encourages the public to submit comments on the Draft TIP by email to tip-plan-comments@dvrpc.org; After consideration of the public comments, the DVRPC Board may adopt the Draft TIP with any recommended changes at the July 25, 2013 Board meeting.

Commenting on the State Capital Program is not so clear - NJ DOT's website is not so highly evolved and reading through the state document pdf's is time consuming and tedious. Since the TIP is an overlay of the Capital Program it may be a good idea to skip over the project details on the STIP and focus on the statewide projects (section 2) and submit comments to the email address above.

In a nutshell we suggest that you comment on the following items:

  • Thank NJ DOT for funding Safe Routes To Schools with Highway Safety Funds (Congress cut the funding from MAP-21)
  • Encourage NJ DOT to spend its leftover Transportation Enhancements dollars before the Feds take it away. 
  • Assist local governments in administrating Transportation Alternatives, Transportation Enhancements and CMAQ projects
